config/rootfs/debos: move all debos files to new directory
Move all the debos files from jenkins/debian to a new directory in
config/rootfs/debos in order to keep all the configuration under the
same directory.
Also drop the old README.md for debos rootfs, this is now covered by
doc/kci_rootfs.md.
