Fixes #428

Any register in a block counted as a signup indicator, so prose like "register allocation" in algorithm articles was scored as navigation and removed. Only registration prompts and controls are now matched.

Any "register" counted as a navigation indicator, so algorithm text
such as "output register A" was scored as clutter and removed. Only
registration prompts ("register now", "register an account") and
register links or buttons count now.
