0.8.3 — gutter right-click CI report menu; fix high idle CPU

Added: right-click a gutter icon to open the CI report. Left-click still
opens the local report in one click; when a CI report URL template is
configured, the gutter's right-click menu offers Local/CI. The chooser
was previously only on the Alt+Enter intention menu, so a configured CI
template appeared to do nothing.

Fixed: high idle CPU. The startup activity walked the entire project tree
every 5s forever. Replaced with three bounded layers — native watches on
discovered report dirs (instant updates), a 3s targeted probe of build/
output dirs (from the module model's excluded roots) at the fixed report
shape, and a 60s pruned safety walk. Idle CPU drops to near zero; terminal
runs still surface within ~3s (instant for known reports). Site-mode
bundles handled across all layers.
