No error message is shown when the yaml file declare 2 or more procedures with the same name.

To Reproduce
Steps to reproduce the behavior:

1. Create runup.yml
2. Declare two procedures with the same name
3. run runup init in the console
4. See the error? Erm... me neither.

Expected behavior
To see an error message.
