[Parent] - Logging related issues

Description

There are a few issues coming up with logging, I thought it may be easier to trace and find workarounds in a parent issue. We had #1461 but it doesn't feel right to append these issues there, they aren't necessary development tasks.

Issues

• default logging configuration doesn't log other packages than kedro #1732
• JUPYTER_COLUMNS and JUPYTER_LINES have no effect on databricks notebook #1729 (rich PR: Detect Databricks as Jupyter environment Textualize/rich#2424)
• logs print credentials if error in catalog with Rich Logging show_locals=True #1712 (rich PR: Provide exclude_locals mechanism to exclude certain regex patterns from Traceback output  Textualize/rich#2414)
• Rich output is too long #1750
• Make rich traceback and REPL handling more configurable #1728
  • Rich traceback doesn't work in databricks: Disable rich tracebacks on Databricks #1769 and [BUG] Exception is not properly detected in Databricks Textualize/rich#2455
