Deprecate osbuilder-tools image in favor or Auroraboot #1635

This is the implementation of the second step here:

The result of this issue is that there no separate osbuilder-tools image. Auroraboot is the only image used to build images.

We won't make any change in how Auroraboot shells out to scripts and such.
