Removing Helm v2 support from embedded Helm Controller in September Patch Releases

Hi Folks!

As we continue to push for better security posture, we feel it's beyond time to remove helmv2/tiller from our klipper-helm images, and we plan to do so for the September releases. Considering helm v2 has been EOL since 2020, this should hopefully not affect many of our users, but we wanted to give a bit of advance notice. Starting in September, helm2 and tiller will be removed from k3s 1.28, 1.29, 1.30, and 1.31.
