Implement response streaming in /fix

Problem

/fix should stream a reply back to the user, just like the default chat handler.

Proposed Solution

• Migrate from LLMChain to a LCEL Runnable in the implementation.
• Call the stream_reply() method added to the base class by Migrate streaming logic to BaseChatHandler  #1039.
