Deal with issue backlog in team-compass: monthly JupyterLab governance meeting?

We currently have a backlog of issues in this repo. We should deal with that. Maybe hold a monthly (quarterly?) meeting just for JupyterLab governance discussion and tasks?

@afshin @jasongrout What's the current state of the umbrella Jupyter governance for some of these issues (eg #47)?
