Follow up to jupyterhub/jupyterhub#4864
Add a couple of code comments to explain signal handling under JupyterHub to assist any future developers working on server shutdown.
Note, the issue #4864 fixed could cause orphaned subprocesses (e.g. kernels) to be left behind in some situations when they should have been killed.
