Update Judge's CI

With Travis no longer offering free support to OS projects, the CI will need to be updated. It looks like the next best option with documented support for appraisals in CircleCI.

@joecorcoran I can get a PR to configure this, however I don't have the admin access to connect CircleCI to this project. Can you help with that?

Hey James, I've been pretty slack with maintaining this gem in recent years. To that end, I've just transferred ownership to an org named judgegem and made you co-owner. I hope this gives you enough access to make the changes needed!
