chore(deps): bump qs and harp

Removes [qs](https://github.com/ljharb/qs). It's no longer used after updating ancestor dependency [harp](https://github.com/sintaxi/harp). These dependencies need to be updated together.


Removes `qs`

Updates `harp` from 0.29.0 to 0.46.0
