What's Changed

Update Github action versions in ci.yml
Add Python 3.14 to ci.yml python versions list
Add PyPy 3.11, 3.12, 3.13, and 3.14 to ci.yml versions list
Add those same python and pypy versions to tox.ini

It might also be worth updating the basepython versions in tox.ini to at least python 3.10 as python 3.9 has reached end of life.
