Flat POM for jetty-home

Hello Jetty

I've this idea to flatten POM for jetty-home.

It is of packaging type pom, but the .pom file as published to Central has plenty of dependencies. This however looks like distribution artifact, to host .zip and .tar.gz packages mainly.

For those dependencies - if a project depends on, let's say

    <groupId>org.eclipse.jetty</groupId>
    <artifactId>jetty-home</artifactId>
    <version>12.1.4</version>
    <type>tar.gz</type>

my expectation would be to download only said tar.gz. Instead half of internet (to not be used at all) is pulled as well.

Can you detail why a project would have that dependency?

And how would you use that dependency?

I can only think of a special m-dependency-p execution that would unpack it, but then what?
Feels like you're using Maven as a shell script?

From what I can see - that is exactly was is happening.

Then some integration tests are executed against exec-maven-plugin-started/stopped Jetty.

Other EE-X modules in project use EE-X specific jetty-eeX-maven-plugin, but the one in question merges different EE-Xs and does manage Jetty for itself.

Would that be wrong?

What justifies <dependencies> section in jetty-home.pom?

And how would you use that dependency?

With that alone - could the jetty-home.pom be flattened?
