Though it arguably does not matter due to the Offset being included in the stored form, it's best for this to match the documentation (yes, despite it having been this way for some time)

If this is going to be problematic for anyone, the answer might be to make it mandatory ? That seems wrong though as it could lead to a lot of explicit DateTime.Now / UtcNow calls for people to fret about?
