Migrate from Travis CI to GitHub Actions

Problem: Travis CI build isn't running to update build badge in README file; Travis requires us to email support to get OSS credits added on a recurring basis.

Solution: Migrate to GitHub Actions, which also provides README badges and is free for simple build testing actions like we used to run on Travis against the gh-pages branch.
