Catkin_make cannot find jetson-utils

When I tried to calkin_make, it shows the following massage. I installed Jetpack 3.3 and I can see jetson-utils and detectnet_camera is running ok. Do you have any suggestions? Thanks a lot.

but it set jetson-inference_FOUND to FALSE so package "jetson-inference" is
considered to be NOT FOUND. Reason given by package:

The following imported targets are referenced, but are missing:
jetson-utils"
