Rename and move ViewStylePropTypes (#21415)

Summary:
Related to #21342
* Renamed ViewStyleProps to DeprecatedViewStyleProps.
* Moved propType declaration to `react-native/Libraries/DeprecatedPropTypes`
*  ImageProps.js: moved propType declarations to DeprecatedImageProps.js.
