Feature Request: Quarterly Opt-in popup for users who are not opted-in for anonymized metrics #2112

Is your feature request related to a problem? Please describe.
Determining what the most used functionality of the ipfs-desktop is would help us to improve the most important parts of ipfs-desktop to ensure our users are getting the most value for our time.

Describe the solution you'd like
I would like to switch our anonymized data to opt-out instead of opt-in, but after a discussion with @lidel, we came to a compromise:

  1. Keep opt-out for the anonymized metrics
  2. Every quarter, for users who have not opted-in, we should display a pop-up requesting nicely that users opt-in so that we can see how they're using the app and continue improving it for them.

Describe alternatives you've considered

  1. Opt-in metrics (politically charged and most users don't like this)
  2. Yearly pop-ups
  3. Quarterly pop-ups

Additional context
By staying with opt-in, we should not enrage anyone
By doing quarterly pop-ups, we won't qualify for annoy-ware.
By doing pop-ups to opt-in, for not-opted-in-yet users, we are only impacting active users.
