hope can have portable green version

without save config/data outside of install folder

@bluelovers was this request specifically about adding portable version for MS Windows 10?
(Linux already has .tar.xz version which together with setting IPFS_PATH does this)

use IPFS_PATH not mean portable green

and yes, for windows

Did quick check and electron-builder supports portable target.
Enabling it won't be enough, we also need to disable codebase and disable some features when PORTABLE_EXECUTABLE_DIR env variable is present (add IS_WIN_PORTABLE check to consts.js)

Low priority right now, but I'll be happy to review PR if someone submits one.
