Add an Interoperability pull event handler that also calls UpdateProduction

This is cleaner than just updating the default pull event handler from a backward-compatibility perspective, and will match the behavior of the CI/CD pipeline in HCC. For the common use case it just avoids a manual step.

On further consideration, this is always right/safe for IncrementalLoad so not a compatibility impact.
