Registrar: connection error caused by logout in xml console

logout in registrar portal's xml console returns connection error.

This can be handled better - it is caused by the fact that the portal logs out from epp after each query - so running logout in xml console creates double logout situation. To mitigate this portal should detect logout request and hold back the extra logout request.
