Should this be limited to admin area ? i think this could be useful in registrar interface aswell ?

Well, given Registrar::ContactsController#index uses Contact model directly, there is no obstacle. However, if it will be changed to use REPP or whatever API, that API should encapsulate the knowledge of validity and provide that data to the consumers.
