Save filter params to enable going back to filtered lists after save

Filter parameters of the last list should be saved (ie in session) so when the user goes back to the list after modifying a list item.

Currently filter parameters are preserved only if a user returns from the list item detail without any changes. If save is used the filter parameters are forgotten and user needs to reapply everything.

The functionality must be available in all web interfaces: admin, portal for registrars, portal for registrants
