I don't think partial_blur is actually better than the cython optimiser code, so there might not be a point to this. Having profiles -- best would make sense. --best would then mean: "spend more cpu cycles if you can get either better compression or higher quality images'. It wouldn't change the jpeg(2000) compression params, just the (pre)processing that we do.
