  1. Add support for database split configuration. 

    This add a Bacula vs. IBAdmin database split, where IBAdmin maintain
its own application database and do not create any objects in database
owned by Bacula. This is a fast and incomplete support where ibadstatd
is disabled and do not support this kind configuration. Changing it to
support multiple databases requires more development and application
code redesign.
