As a snap user I would like the ability for a disabled tasks to be auto-restarted after a configurable amount of time (default 1m).

@jcooklin: Would this be solved by allowing the task to have infinite number of failures, as talked about in #708?

@IRCody, IMO yes. I like the idea that if max-failures is set to -1 it means no number of failures will cause the task to be disabled.
