Remove the code forcing -stdlib=libstdc++ on NetBSD in getBuildFlags()
method.  NetBSD uses libc++ everywhere else, and using libstdc++ here
causes lang/cpp/dynamic-value to fail to build.

This stanza was removed in r355213, but it seems that patch did not
fully fix the problem, as the test still fails sporadically
(particularly under heavy load) on linux.

Then, as a consequence, remove the complex set of workarounds for
initialization order -- which are apparently not 100% reliable.

The only downside is that some of the member functions are now
specific to kNumElem == 2, and will need to be updated if that
constant is increased in the future.

Unfortunately, the current code caused an initialization-order runtime
failure for me in some compilation modes. It appears that in a
toolchain without init-array enabled, the order of initialization of
static data members of a template can be reversed w.r.t. the order
within a file.

This caused e.g. SanitizerKind::CFI to be initialized to 0.

I'm not quite sure if that is an allowable ordering variation, or
nonconforming behavior, but in any case, making everything constexpr
eliminates the possibility of such an issue.

We were using VPBLENDW for v2i64 and VBLENDPD for v4i64. VPBLENDD has better throughput than VPBLENDW on some CPUs so it makes sense to use it when possible. VBLENDPD will probably become VBLENDD during execution domain fixing, but we might as well use integer in isel while we can.

This should work around some issues with the domain fixing pass prefering PBLENDW when we start with PBLENDW. There may still be some v8i16 cases that could use PBLENDD.

Support locating the libc++ header files relatively to the clang
executable, in addition to the default system path.  This is meant
to cover two use cases: running just-built clang from the install
directory, and running installed clang from non-standard location
(e.g. /usr/local).

This is the first step towards ensuring that tests of more LLVM projects
can work out-of-the-box within the build tree, and use the correct set
of headers (rather than e.g. mixing just-built clang+libcxx with system
install of libcxx).  It avoids requiring the user to hack around missing
include paths, or LLVM build system to replicate system-specific C++
library defaults in order to append appropriate paths implicitly.

Use sysctl() to implement getMainExecutable() on NetBSD, rather than
trying to guess the correct path from argv[0].  This is one
of the fixes to recent clang-check-mac-libcxx-fixed-compilation-db.cpp
test failure on NetBSD.

This has been historically done on both FreeBSD and NetBSD in r303015,
and reverted in r303285 due to buggy implementation on FreeBSD.
However, FWIK the NetBSD implementation does not suffer from the same
bugs and is more reliable than playing with argv[0].

Use '127.0.0.1' instead of 'localhost' in ConnectLocally() function
as this is the specific address the server is bound to.  Using
'localhost' may involve trying IPv6 first which may accidentally be used
by another service.

While technically it might be interesting to support IPv6 here, it would
need to be supported properly, with the connection copying family
and address from the listening socket, and possibly without relying
on existence of 'localhost' at all.

To get correct offset in subscript operator we should use range of original
buffer. To keep accessor functionality like "get_range" and "get_count" spec
conformant we should use accessor's own range.
Introduced AccessRange and MemRange to accessor implemetation. This fields can
be initialized through __init method.

Resolve a regression after changing SYCL vec class to trivially copyable
that introduces ABI incompatibility between SYCL library(compiled by
GCC) and SYCL user code(compiled by CLANG) for SYCL builtin functions.
This patch resolved it by making SYCL vec class trivially copyable only
on the device side(workaround), will be fixed after detailed analysis.

Fix the program_manager test by adding a dummy kernel. Without it
the test fails on GPU when trying to build a program from "empty"
(metadata only) spv file.

Summary:
According to the new Armv8-M specification
https://static.docs.arm.com/ddi0553/bh/DDI0553B_h_armv8m_arm.pdf the
instructions SQRSHRL and UQRSHLL now have an additional immediate
operand <saturate>. The new assembly syntax is:

SQRSHRL<c> RdaLo, RdaHi, #<saturate>, Rm
UQRSHLL<c> RdaLo, RdaHi, #<saturate>, Rm

where <saturate> can be either 64 (the existing behavior) or 48, in
that case the result is saturated to 48 bits.

The new operand is encoded as follows:
  #64 Encoded as sat = 0
  #48 Encoded as sat = 1
sat is bit 7 of the instruction bit pattern.

This patch adds a new assembler operand class MveSaturateOperand which
implements parsing and encoding. Decoding is implemented in
DecodeMVEOverlappingLongShift.

Summary:
The greedy register allocator occasionally decides to insert a large number of
unnecessary copies, see below for an example.  The -consider-local-interval-cost
option (which X86 already enables by default) fixes this.  We enable this option
for AArch64 only after receiving feedback that this change is not beneficial for
PowerPC.

We evaluated the impact of this change on compile time, code size and
performance benchmarks.

This option has a small impact on compile time, measured on CTMark. A 0.1%
geomean regression on -O1 and -O2, and 0.2% geomean for -O3, with at most 0.5%
on individual benchmarks.

The effect on both code size and performance on AArch64 for the LLVM test suite
is nil on the geomean with individual outliers (ignoring short exec_times)
between:

  exec_time      -5.8%    +2.3%

On SPEC CPU® 2017 (compiled for AArch64) there is a minor reduction (-0.2% at
most) in code size on some benchmarks, with a tiny movement (-0.01%) on the
geomean.  Neither intrate nor fprate show any change in performance.

This patch makes the following changes.

- For the AArch64 target, enableAdvancedRASplitCost() now returns true.

- Ensures that -consider-local-interval-cost=false can disable the new
  behaviour if necessary.

This matrix multiply example:

When using a custom mutator (e.g. thrift mutator, similar to LPM)
that calls back into libfuzzer's mutations via `LLVMFuzzerMutate`, the mutation
sequences needed to achieve new coverage can get prohibitively large.

Printing these large sequences has two downsides:

1) It makes the logs hard to understand for a human.
2) The performance cost slows down fuzzing.

In this patch I change the `PrintMutationSequence` function to take a max
number of entries, to achieve this goal. I also update `PrintStatusForNewUnit`
to default to printing only 10 entries, in the default verbosity level (1),
requiring the user to set verbosity to 2 if they want the full mutation
sequence.

For our use case, turning off verbosity is not an option, as that would also
disable `PrintStats()` which is very useful for infrastructure that analyzes
the logs in realtime. I imagine most users of libfuzzer always want those logs
in the default.

I built a fuzzer locally with this patch applied to libfuzzer.

When running with the default verbosity, I see logs like this:

These are prohibitively large and of limited value in the default case (when
someone is running the fuzzer, not debugging it), in my opinion.

When using a custom mutator (e.g. thrift mutator, similar to LPM)
that calls back into libfuzzer's mutations via `LLVMFuzzerMutate`, the mutation
sequences needed to achieve new coverage can get prohibitively large.

Printing these large sequences has two downsides:

1) It makes the logs hard to understand for a human.
2) The performance cost slows down fuzzing.

In this patch I change the `PrintMutationSequence` function to take a max
number of entries, to achieve this goal. I also update `PrintStatusForNewUnit`
to default to printing only 10 entries, in the default verbosity level (1),
requiring the user to set verbosity to 2 if they want the full mutation
sequence.

For our use case, turning off verbosity is not an option, as that would also
disable `PrintStats()` which is very useful for infrastructure that analyzes
the logs in realtime. I imagine most users of libfuzzer always want those logs
in the default.

I built a fuzzer locally with this patch applied to libfuzzer.

When running with the default verbosity, I see logs like this:

These are prohibitively large and of limited value in the default case (when
someone is running the fuzzer, not debugging it), in my opinion.

There is a SIGSEGV at `DeduceTemplateArgumentsByTypeMatch`. The bug [#51171](https://bugs.llvm.org/show_bug.cgi?id=51171) was filled. The reproducer can be found at the bug description.

When getelementptr of a pointer of struct type, the first index 0 is needed to first get a pointer to the struct, then the second index is the index within the struct.

The `TypeSystemMap::m_mutex` guards against concurrent modifications
of members of `TypeSystemMap`. In particular, `m_map`.

`TypeSystemMap::ForEach` iterates through the entire `m_map` calling
a user-specified callback for each entry. This is all done while
`m_mutex` is locked. However, there's nothing that guarantees that
the callback itself won't call back into `TypeSystemMap` APIs on the
same thread. This lead to double-locking `m_mutex`, which is undefined
behaviour. We've seen this cause a deadlock in the swift plugin with
following backtrace:

The worst possible case for a double literal goes like:

```

```

The limit of 5 in the code gives the impression that `Insn` includes all
instructions including the `fmov`, but that's not true. It only counts
the integer moves. This led me astray on some other work in this area.

Under some conditions, a trivial `mov xN xN` instruction was emitted on
tail calls. Consider the following code:

As function calls do not generally preserve X16 and X17, it is beneficial
to allow AddrDisc operand of BLRA instruction to reside in these
registers and make use of this condition when computing the
discriminator.

This can save up to two MOVs in cases such as loading a (signed) virtual
function pointer via a (signed) pointer to vtable, for example

    mov   x17, x8
    movk  x17, #34646, lsl #48

can be simplified to
