Broken section links in environment variables generated documentation

The "See below" links in the environment variables table are broken, it seems that sphinx is turning the _ into - when generating the title anchors, see:

This link goes to the correct location:

• https://intel.github.io/llvm-docs/EnvironmentVariables.html#oneapi-device-selector

This link doesn't:

• https://intel.github.io/llvm-docs/EnvironmentVariables.html#oneapi_device_selector

But the second one is the anchor that is used in the table for the "See below" links.

In the github rendered version the generated title anchors don't modify the _, so the links are working properly, see:

• https://github.com/intel/llvm/blob/sycl/sycl/doc/EnvironmentVariables.md#oneapi_device_selector

Just a note, more information about this: sphinx-doc/sphinx#2574, need to investigate if it can be fixed on our side.

I've just found another issue with the links, links to different pages are not working in the generated docs, for example this:

[Users Manual](UsersManual.md#generic-options)

• https://github.com/intel/llvm/blob/sycl/sycl/doc/GetStartedGuide.md?plain=1#L660

Works fine with the github rendering, but in the generated docs it links to:

• https://intel.github.io/llvm-docs/UsersManual.md#generic-options

Which doesn't exist, notice the .md extension, the correct link in the generated docs would be:

• https://intel.github.io/llvm-docs/UsersManual.html#generic-options
