[Feature Request]: Ability to turn off built-in formatting in tern afuns #1439

Feature description

There are times when we need different formatting in different facets from the same afun. The most pressing of these are tables which split on PARAMCD and then analyze AVAL. Because PARAMCD dictates what is being measured, the ranges of AVAL and thus the desired precision in the formatting can vary wildly between facets.

Currently tern afuns accept .formats, but they are constant across facets, and when not specified, tern mandatorily applies defaults. We need the ability to turn this last behavior off, to pair with an upcoming PR in rtables that will introduce a new way to declare formats at the analyze call level that will support the need described above.

@iaugusty and I are preparing a PR for this that will be fully backwards compatible.
