Change to UCRT64 in MSYS2 packages #568

MSYS2 now suggests using UCRT64 instead of MINGW64 (ref: https://www.msys2.org/news/#2022-10-29-changing-the-default-environment-from-mingw64-to-ucrt64). Could we build libsecp256k1, libsodium and libblst for that one instead?
