Problem Definition
Docker Hub images are now maintained manually. Let's do them automatically through CI.
Proposal
Write the GitHub Action to build ci/hermes.Dockerfile and deploy it to Docker Hub.
Acceptance Criteria
A release gets images deployed automatically.
