feat: migrate input plugins to new sample config format (A-L) #10924

Depends on: #10886

This migrates all input plugins (A-L) to follow the new sample config format introduced in #10886.

This is a separate PR in an attempt to keep #10886 smaller and more easily reviewable.

The CI is expected to fail until #10886 is merged

jolokia2_agent and jolokia2_proxy are separate plugins
Both shared the same README, seemed cleaner to separate the two
