Block to overwrite control signals

Michael explained the new implementation that does not require socket connection. Old pull requests that use socket connection will be close.

Michael to contact Moritz Lauster regarding update.

Dirk Zimmer's paper

For now, we will look into improvements to the solver and/or other model formulations that does not require adding fast dynamics. In the meantime, close the development ticket (https://github.com/ibpsa/modelica-ibpsa/issues/946).
