Remove javascript controller example

This issue will remove the javascript controller example. The capability of BOPTEST to be used with multiple controller environments is demonstrated with Python, Julia, and through the BACnet and Gym interfaces. The javascript especially requires continued maintenance as part of #617, but the purpose of it is superfluous at this point and requires resources to continually update and maintain. This will also reduce unit tests by a few minutes.
