I've added my comments and suggestions. In general, during the review of these release notes (that include a lot of changes), I had an impression, that sometimes more important changes./features with much bigger value for users are placed at the bottom while small changes are placed at the top e. g.
Simplified user actions; New and updated Content Type icons vs Reorder; Integration with payment gateways

Can we somehow reorder these changes based on importance and value?
