Description

As we move to bound historical chain data and increase pace of development on Light Clients, having access to the data housed within the Portal Network will be increasingly important for nodes.

This epic outlines work to add a Portal Network proxy to Besu to allow the nodes to fetch, store, and serve data from the Portal network. This can replace the need for historical data within the nodes DB and can differ some historical JSON-RPC calls to portal peers.
