Invalid hook call error generated from useApiFetch() function #3

When trying to use the useApiFetch() hook from this plugin, react-dom throws the following error:

Uncaught Error: Invalid hook call. Hooks can only be called inside of the body of a function component. This could happen for one of the following reasons:
1. You might have mismatching versions of React and the renderer (such as React DOM)
2. You might be breaking the Rules of Hooks
3. You might have more than one copy of React in the same app

The offending lines are the useState() and useEffect() hooks which are called inside a conditional here:

const [ isLoading, setIsLoading ] = useState( defaultIsLoading );
const [ data, setData ] = useState( defaultData );
const [ error, setError ] = useState( defaultError );
useEffect( () => {

Is there additional work required to make the browser rendering of components work properly?
