HTCondor 8.9.8 introduces various changes to the Python bindings that we need to track (https://htcondor.readthedocs.io/en/latest/version-history/development-release-series-89.html#version-8-9-8).
I've also taken the opportunity to do some general cleanup, removing old content that we don't really support anymore.
This PR will also include a brand-new tutorial for how to use
htcondor.dags(new in 8.9.8) andhtcondor.Submit.from_dag(resolves #14)
