Similar issue can be generated for POs in case of Receiving App.

Current behavior

The user is able to create a shipment for a PO/TO of one facility at a completely different facility, bypassing any restrictions that should be in place.

Expected behavior

The system should restrict the user from creating a shipment for a PO/TO at any facility other than the one it is associated with. An error message should be displayed if an attempt is made to do so.

Steps to reproduce the issue

Log in to the App with valid user credentials.
Select a facility and open the transfer order section. Open any transfer order and copy its ID from the URL.
Change the facility from the settings page. Open its TO section and open any TO.
In the URL, replace the TO ID with the copied ID of last used facility TO and hit enter.
Attempt to create a shipment for this PO/TO at a different facility.
Observe the issue.
