No it is not. Default depends on best available imagery, nowadays Bing is merely global default.

(can try to make PR after #660 and #559 and #655 are processed or after #652 is solved so I will be sure where I should contribute proposed changes)

I prefer to simply skip the statement in brackets - if iD chooses a reasonable default then beginners should work with it.
