Proposed change

Updates the Home Assistant base image to 2023.04.2
Releases:

Most notably, this will make Home Assistant run on Python 3.11 as of the first nightly after this is merged.

Local builds pass, so I'm quite confident the next nightly will pass too.

Added the breaking change label, to remind myself to add a second on the next release. This may affect custom integrations.
