Update Home Assistant base image to 2023.04.2 - Python 3.11

Updates the Home Assistant base image to 2023.04.2
Releases:

• https://github.com/home-assistant/docker/releases/tag/2023.04.1
• https://github.com/home-assistant/docker/releases/tag/2023.04.2

Most notably, this will make Home Assistant run on Python 3.11 as of the first nightly after this is merged.

Local builds pass, so I'm quite confident the next nightly will pass too.
