Related: #3392

With v12 the goal will be full WCAG AA contrast (4.5:1), but for now we'll try and improve things a bit [yet no so much that it would count as a breaking change] or cause people to go "hey why did all my themes change?!?". We have allowed theme changes in the past to "fix bugs" and make slight tweaks, so this falls under that umbrella.
