重现步骤

1.sql上线提交
2.点击sql提交
日志报错

预期外的结果

是最近发现机器人不通知了

是否还有其他可以辅助定位问题的信息？比如数据库版本等

找到问题，测试发现，开启自动审批功能，如果是无需审批的工单，会收不到通知。

日志报错：

升级1.11.0之前的版本没有这个问题。
猜测是bug，麻烦帮忙看下！
