Move to municipio-se organization

We should start moving repos over to the new municipio-se organization to improve branding and collaboration. The most important ones are the theme (this repo), Modularity, other Modularity plugins and all the packages included in the standard bundle.

This also includes changing the namespace on packagist.org to municipio for the related packages.

What problems would arise if new "issues" were all created over in the repositories of https://github.com/municipio-se ? Would doing so help make the move easier?
