Design and implement the new Chart list page

It includes all available Charts. We can reuse this view for Search.

The layout follows the guidelines from the Home view. I included a pagination for the list.

Also, I created a "filter" bar. I know we don't have too many information about Charts, but I think it's a good idea to include a simple version. For example, we can display only the "Order By" filter.

This header will be present in all pages except the home view. I moved the search box to it, so users can search for Charts from every view.
