Use the version which is not vulnerable to CVE-2023-43804
Version 3.7 has reached its EOL. Use newer version
Error is happening during tests because Python 3.13 removed the deprecated ssl.wrap_socket() function, but Moto (and its vendored dependency httpretty) still tries to use it
Bahviour has changed in newer versions of boto3
