Description
This issue is for determining whether anyone is still using the debug-conflict-sets build flag. If I understand correctly, it was added to debug a few specific issues with conflict sets (in #3397), which have now been fixed. If the flag is not being used, then I think we should remove it in order to reduce the number of cabal build configurations that need to be tested. It is also possible that the code no longer works due to not being updated.
