Cabal-3.0.1.0 not on Hackage

Describe the bug

Cabal-3.0.1.0 is not on Hackage. This is causing a problem for codex that blocks it from generating TAGS for the library, (and also base, but that's tracked separately).

Expected behavior

A library used in-the-wild with core infrastructure to be uploaded to Hackage.
