This is currently set to 25m but should be fine within 5m by default, which enables the unit test to pass - which is currently blocking #15800

This PR flips the feature toggle for 3.0 beta and final mode feature flags on by default - it also consolidates some ancillary feature flags (AKS Kube Config/App Service) to using the 3.0 Beta flags to have these be consistent.
